Recycling Fee Rate Reviewing and Management Improving for the Collection and Recycling Systems of Waste Batteries and Waste Lamps

The project period was from Mar 6, 2020 to Nov 30, 2020. The waste batteries collection campaign had been assisted and held by 2 chain convenient stores (7-11 and Family) and 1 chain wholesale/supermarket company (Carrefour) from 9th to 22th September. The attracting point for consumers was that the waste battery collection can deduct the price for shopping or cash back. The collection volume of waste batteries reached 130,107 kg during the event. This was an increase of about 5.5 times over the usual collection. Based on the 2012 to 2018 achievements for subsidizing the inventing and researching of regulated recyclable wastes collection and recycling, there were 86 patents applied or gained (ex. “Feedback hydro-vortex separation system” for waste vehicles shredding residues), 9 technologies were transferred and invested (ex. “Integrated IC chip carbonization equipment” for waste IT motherboard). The draft of differential subsidy for secondary lithium batteries and levy rate for different category batteries were proposed. The project also proposed the differential subsidy rate mode for raising the recycled materials’ value of secondary lithium batteries. Because of the increasing unit costs for LED lamps’ collection and recycling, the draft of its subsidy and levy rate was proposed. In order to get the information of collection channels and volumes for waste lithium batteries used by electric motorcycles and vehicles, the responsible producers (electric motorcycles and vehicles producers) should be required to report the related data by the proposed regulation. Based on the estimation of waste lithium batteries distribution, the volume stored in household had been predicted. And the project suggested related strategies for improving the collection performance. By recycling waste batteries with the arc furnace, the waste treatment plant Katec Creative Resources Corp. already applied the qualification of regulated recyclable wastes recycler to local authority. Another waste treatment plant Taiwan Steel Union Co.,Ltd. planned to apply the second environment impact assessment report covered adding waste batteries as one of its treating item in the future. In Japan and European countries, final disposal operations for mercury wastes usually come with stabilization and solidification. After the treatment, those wastes will be sent to the specially engineered landfill or stored underground permanently.
